However, in the end the municpality needs to operate within the environment it is provided, and I don't see suffucient sustainable energy policies coming from the province during the next Council term that would make this an achievable goal.

Years ago I wrote a newspaper piece on practical solutions like southerly orientation. Makes absolute sense. One last thing: I'm not ideological about anything. I will listen to all sides. So it's possible there might be reasons to not meet your high standards of environmental performance in some decisions. But my bias is clearly towards creating a sustainable city, in terms of the environment and budget. Energy and tax dollars are drained by a sprawling city of inefficient buildings and long commutes.

No (please explain your position:) - I support this type of goal in principle; however, before picking a particular target and standard I would want administration to review the options. For example, LEED involves certification processes that may not be strictly necessary in terms of cost and time, and awards points on a sometimes arbitrary and capricious basis when certain things should simply be required (hundred dollar bike racks and hundred thousand dollar heat exchangers both worth a certain number of points, etc). Since these are city buildings, there may be opportunities to self-regulate to an even higher standard.

No (please explain your position:) - In new areas, a minimum density below which the city will refuse to provide the increasingly expensive services for a greater area may be an appropriate response. In mature neighbourhoods, the response should be more sensitive and based on removing restrictions against density (in terms of persons housed, rather than square footage per person, mind) rather than imposing strict standards. For example, allowing secondary suite construction in laneways is a relatively inobtrusive way to increase density in a mature neighbourhood. In-fill development can suffer from inordinately high parking requirements inappropriate to walkable areas, etc. Achieving a southerly orientation is difficult in built-out areas where it does not already exist, but yes, where development or redevelopment allows, this should be a key consideration.
